The meeting of the Town of Glenmore Plan Commission was called to order at 7:30pm on Tuesday March 8, 2016 at the Glenmore Community Center by chair person Ann Schaefer.
Elaine Kittell reported the meeting had been posted and published.
The December 8, 2015 minutes were read. Don made a motion to accept the minutes as read, second by Norb, with the correction of: Should state adoption of 2015 Town of Glenmore Comprehensive Plan Update.
The Plan Commission worked on defining blasting site: Blasting Site defined as maximum area for which blasting is permitted as indicated on drawing submitted with annual permit application.
Page O-3, E. Preblast Survey, paragraph 1. at end of paragraph add: defined as maximum area for which blasting is permitted as indicated on drawing submitted with annual permit application.
paragraph 2. Remove (previously defined area) Should read: At the time of application, the applicant shall have notified, in writing, all residents or owners of dwellings or other structures located within one thousand two hundred (1200 feet) of the blasting site, who may request a pre-blast survey and a water quality test for existing wells. Etc. Tim made a motion add this definition to Definitions on Page C-2 and accept the changes, second by Don, unanimous Yes.
The Plan Commission worked on Split Zoning definition: Split Zoning is the existence of more than one (1) zone on adjacent areas of a single parcel with legal description defining boundaries of each zone.
Norb made a motion to add this definition to Definitions on Page C-11, unanimous YES.
The Plan Commission added an Exception to Page D-3 paragraph e. Foundation to read: Exceptions: Frost protected shallow foundations shall be designed in accordance with ASCE-32 State Codes.
The Plan Commission added to Page D-2 paragraph 13. b add: A slope of 4:12 or less shall be provided with ice dam protection in the form of sheet metal or a product labeled as meeting the requirements of ASTM D 1970 State Codes.
Ann made a motion to add these two State codes to the Ordinance. Don second unanimous YES.
The plan Commission added this to Page Q-1 B. PERMIT REQUIRED last sentence to read: Said driveway permit shall remain in full force and effect for a period of two (2) years from the date of issuance. After said two (2) year period has expired, no further driveway construction can take place without the issuance of another driveway permit.
Norb made a motion to accept this addition, second by Don. Unanimous Yes
Don made a motion to adjourn, second by Norb.
Recommendations will be forwarded to the Town Board
